当財団は2023年6月15日、公益財団法人日露医学医療交流財団から公益財団法人日本医学医療国際交流財団に名称を変更いたしました。今後とも何卒よろしくお願いいたします。
前身の日露医学医療交流財団は1992年4月に元外務大臣中山太郎氏が中心となって設立され、1991年の旧ソビエト連邦崩壊後の医療面をはじめとする危機的状況への支援を開始した後、30年に亘りロシアとの医学医療交流を行ってまいりました。しかしながら、2022年2月のロシアによるウクライナ侵攻を受け全ての事業活動を中断しました。
当財団はウクライナ情勢の長期化が見込まれる中、ロシアとの事業活動再開は当面難しいと判断し、今後はロシアとの事業再開の可能性は残しながら事業対象国をロシア以外の国に広げて行く事といたします。
今後具体的に対象国の検討を進めてまいりますが、日本の医療技術の大きな貢献が期待出来、かつ継続的な相互協力のもと事業活動を展開出来る国々を対象として検討していく予定です。
当財団は従来から以下の2つの取り組みを行っており、今後も引き続きこの2つを大きな柱として事業活動を行っていく予定です。
１つ目は多彩な分野での人材交流を目的とした学術シンポジウムの開催であります。
今後はロシア以外の国を対象とし、相手国と相互協力を行いながら医療技術の向上を目的とした学術シンポジウムの開催を推進してまいります。
2つ目は人材教育であります。
過去30年間、ロシアとの医学医療交流の中で積み上げて来た各分野での人材教育のノウハウを基盤に各分野の皆様方のご協力を得て、対象国と相互訪問を行いながら医療技術の向上を目指して人材教育を行ってまいります。
当財団の事業は、各位の絶大なご支援・ご協力により支えられており、広く各界からのご支援なくしては所期の目的を達成することはできません。
今後とも医学医療の相互交流により友好親善の「架け橋」を築くため一層努力していく所存でありますので、何卒格段のお力添えを賜りますようお願い申し上げ、ご挨拶とさせていただきます。

On June 15 2023, the Foundation changed its name from the Japan-Russia Medical Exchange
Foundation to the Japan International Medical Exchange Foundation Thank you for your continued
support.
The foundation, established in April 1992 under the leadership of former Foreign Minister
Taro Nakayama, has been actively fostering medical collaborations with Russia for the past 30
years. However, all business activities were suspended following the Russian invasion of Ukraine
in February 2022.
The Foundation has decided that resuming business activities with Russia in the foreseeable
future is unlikely due to the prolonged situation in Ukraine. As a result, it plans to broaden
the scope of its operations to other stable countries while keeping the option open for
potential resumption of activities with Russia.
In the future, we will be carefully considering specific target countries. Our aim is to
focus on nations where Japanese medical technology can make substantial contributions
and where we can cultivate ongoing cooperative relationships to develop our business
activities mutually. The Foundation has been engaged in the following two initiatives and will
continue to focus on these two pillars in its activities.
Our initial step involves organizing academic symposiums aimed at facilitating the exchange
of expertise across various fields. Moving forward, we will actively promote the organization of
academic symposiums focusing on stable countries beyond Russia. Our goal is to enhance medical
technology through collaborative efforts with partner nations.
The response to the Chernobyl nuclear accident in the 1980s serves as a poignant example of
this phenomenon. The enduring aftermath of severe radioactive pollution continues to cast its
shadow long into the future. However, doctors in Japan will continue to promote international
medicine.
The second step is human resources training.
Drawing upon the wealth of experience gained from 30 years of medical exchanges with Russia,
encompassing human resource education across diverse fields, we are committed to advancing
medical technology. Through collaborative efforts with experts in each field, we will conduct
targeted human resource education initiatives. Our aim is to enhance medical technology while
engaging with solid nations and Japan alike.
The Foundation’s endeavors are made possible by the generous support and collaboration of
each and every one of you. We recognize that without the backing of individuals from various
backgrounds and walks of life, achieving our objectives would be impossible.
We are committed to furthering our efforts in fostering a bridge of friendship and goodwill
through ongoing medical exchanges.
旧日露医学医療交流財団 設立の経緯
ソ連邦解体後のロシア連邦はじめその他の周辺諸国は国内体制の混乱等により国民生活が不安定になっているばかりか医療供給体制も悪化の一途をたどり、医療水準の低下が危惧されていました。
1980年代に発生したチェルノブイリ原発事故への対応もその典型であり深刻な放射能汚染による被害の後遺症も大きく尾を引いております。しかし、わが国の国際医療協力は主に開発途上国を中心に展開されており、ロシア連邦や周辺地域は全く対象になっておりませんでした。
日露両国には未解決の問題が残されておりますが、海をへだてた隣国同士であることには変わりありません。むしろ、こうした時期にこそ人道的な医学医療協力を通じてロシアの民生の安定に資することが真の善隣有効の基盤を確立する道となります。
旧日露医学医療交流財団は以上の経緯から日露友好の架け橋をかける事を目的に設立された財団であります。
財団および財団の関連学術・医療施設が共同し医学医療の情報交換、医学研修生の受け入れ、医学シンポジウムの開催などを活発に進めております。

Establishment of the former Japan-Russia Medical Exchange
Foundation
Following the dissolution of the Soviet Union, the Russian Federation and
its neighboring countries faced significant upheaval, leading to unsteadiness in the lives of their
citizens amidst the restructuring of national infrastructure. This period of transition also saw a
deterioration in the medical supply system, raising concerns about a decline in the quality of
healthcare services.
Medical cooperation primarily targeted developing countries and did not extend to include the
Russian Federation or its neighboring regions.
Our main goal is twofold: firstly, to disseminate knowledge about Japan’s rapidly advancing
medical care landscape, and secondly, to facilitate access to quality healthcare services for
individuals in Russia and beyond. To achieve this, we engage in a diverse array of activities,
spanning from technical cooperation such as mutual exchange of medical specialists and provision of
materials, to collaborative efforts in Prevention, Prophylactic, Prophylaxis, and comprehensive
medical cooperation encompassing both hardware and software solutions.
Despite ongoing unresolved issues between Japan and Russia, we remain friends from across the
ocean. Indeed, it is during such times of uncertainty that our efforts become all the more crucial.
Through humanitarian medical cooperation, we aim to contribute to the stability and well-being of
the Russian people, thereby laying the groundwork for genuine neighborly relations.
The establishment of the former Japan-Russia Medical Exchange Foundation was driven by the
objective of fostering a bridge of friendship between Japan and Russia. The Foundation and its
affiliated academic and medical institutions are actively involved in the exchange of medical
knowledge and information, hosting medical trainees, and organizing medical symposiums.
事業目的
近年、急速な発展をみた日本の医学医療の情報を提供することはもとより、医学専門家の相互派遣を含む技術協力、資材提供、プライマリ・ケア分野での協力・臨床から予防、ハードからソフトまでの医療協力など広汎な活動を行う事により、ロシア等諸外国の人々に良き医療サービスが受けられるための一助となることを第一の目的としています。

Business Objectives
We facilitate the dispatch and invitation of doctors, medical professionals, researchers, and
related personnel from Russia and other foreign countries. Additionally, we provide support for
various activities such as medical education, collaboration with medical universities, research
institutes, and personnel training.
事業内容
- ロシア等諸外国の医師をはじめとする医科大学、医学研究所、医療従事者、関係者の派遣及び招聘並びにこれらの事業の援助。
